‘Ciò ha conferito una dimensione prettamente affaristica al modus operandi mafioso, finalizzata, da un lato, al reimpiego dei flussi di denaro provenienti dalle attività criminali tipiche e, dall’altro, alla produzione di “ricchezza” tramite condotte illecite, tali da favorirne il processo di espansione. Inoltre, l’elevata vocazione imprenditoriale del contesto regionale ha stimolato operazioni di riciclaggio e di reinvestimento dei capitali illeciti in nuove e diversificate attività imprenditoriali, minando la libera concorrenza e lo sviluppo – si legge ancora con riferimento alla Emilia Romagna -. In un contesto particolarmente complesso, dove in particolare la ndrangheta è riuscita ad infiltrarsi sia negli apparati amministrativi (come dimostra il caso del comune di Brescello, sciolto per mafia nel 2016), sia nelle commesse pubbliche, ad essere colpite dai provvedimenti emessi dalle Prefetture della regione figurano società attive soprattutto nel settore edilizio, dei trasporti e dei rifiuti, riconducibili a consorterie mafiose di diversa matrice criminale’.
